HP's $169 Slate 7 tablet delayed until June, according to HP's site (update: false alarm)

Maybe it's that $169 price, or maybe it's the inclusion of an honest-to-goodness memory card reader, but we know some of you can't wait to get your mitts on HP's new Slate 7 Android tablet. Back when it was first announced, the company indicated it'd be available by April, but it would seem that plan has changed: the product page on HP's site is now saying the Slate won't arrive until sometime in June. We're not sure why there's a delay (we're asking for comment), but we do know this can't be good news for HP. By June, after all, Google I/O will have come and gone, and the next-gen Nexus 7 might already be on sale.

Update: HP has confirmed that it made a mistake in listing a June 2013 arrival date on the Slate 7's product page. In fact, the tablet is still slated (har) to arrive in April. Carry on.

Spamhaus targeted by most powerful DDoS strike in history

Spamhaus, a nonprofit organization with headquarters in both London and Geneva, was founded in 1998, with the goal of identifying and helping to block large quantities of spam. According to its website, Spamhaus currently maintains several large block lists, which are used by a range of universities, Internet service providers, military institutions, and corporations to shield computers from the "vast majority of spam sent out on the Internet."?

But if you spend your time identifying professional spammers, you're going to end up ticking off a few people. The latest broadside against Spamhaus came earlier this month, when the organization added a company called?Cyberbunker to its blacklist.

Supporters of Cyberbunker, a Web-hosting site based in the Netherlands, then reportedly launched a massive denial-of-service, or DDoS, attack against Spamhaus.?

By yesterday, those attacks were coming in at a whopping 300 gigabits per second, nearly overwhelming the Spamhaus site. Sites such as Boing Boing and the Register have called it the?worst such assault in public Internet history.

In an interview with the BBC, Steve Linford, chief executive for Spamhaus, said that his team had managed to keep company servers online.?"We've been under this cyber-attack for well over a week," Linford said. "But we're up ? they haven't been able to knock us down. Our engineers are doing an immense job in keeping it up - this sort of attack would take down pretty much anything else."

Meanwhile, over at VentureBeat, John Koetsier agrees that the 300 gigabites per second of incoming data does constitute the "biggest-ever DDOS attack." But he points out that the scale of the attack was largely confined to Western Europe; thus far, the US remains largely unaffected.?

Last fall, several major banking institutions in the US, including?JP Morgan Chase, Citigroup, and PNC Bank, were hit by DDoS barrages.?

"What these attacks appear to have shown is there are some attackers that have a full suite of DDoS methods," Matthew Prince, CEO of security company Cloud Flare told Ars Technica at the time, "and they're trying all kinds of different things and continually shifting until they find something that works. It's still cavemen using clubs, but they have a whole toolbox full of different clubs they can use depending on what the situation calls for."

Cyprus controls expected to hit foreign transactions

NICOSIA (Reuters) - Cyprus is expected to stop people taking their money out of the country but will not restrict dealings at home as it tries to avert a run on its banks after agreeing a tough rescue package with international lenders.

Cypriots have taken to the streets of Nicosia in their thousands to protest against a bailout deal that will push their country into an economic slump and cost many their jobs.

European leaders said the deal averted a chaotic national bankruptcy that might have forced Cyprus out of the euro.

With banks due to reopen on Thursday after nearly two weeks, Finance Minister Michael Sarris said capital controls will be "within the realms of reason" and a business leader said he had been told they would affect only international transactions.

"We will look at the best way to limit the possibility of large sums of money leaving, and not imposing punitive conditions on the economy, businesses and individuals," Sarris told local television.

Speaking after meeting government officials, the head of the Cyprus chamber of commerce said: "We have been assured that limitations will not affect transactions within Cyprus at all."

"Where there will be limitations is on what we spend abroad and also on capital outflows," Phidias Pelides told reporters.

The central bank governor said earlier that "loose" controls would apply temporarily to all banks. Earlier, the finance minister said they could be in place for weeks. Banks have been shut since final bailout talks got under way in mid-March.

Russia, whose citizens have billions of euros in Cyprus and use Cypriot banks to move money around even among Russian firms, cautioned Nicosia against imposing onerous controls on healthy banks and noted that Moscow was reviewing loan terms to Cyprus.

"If there are such measures, this will not foster trust but only provoke additional problems for participants, depositors," Russian Finance Minister Anton Siluanov said on Tuesday.

He cautioned that Russian willingness to restructure and extend a 2.5-billion euro loan made to Cyprus in 2011 would depend on the island's decision on capital controls.

"We will discuss (restructuring of the loan) in the context of the decisions the parliament adopts," he said. "We are prepared to discuss within these parameters."

State-controlled Russian bank VTB has a subsidiary in Cyprus, Russian Commercial Bank, which has not been directly affected by a bailout deal which focuses on big local banks that lost badly in the restructuring of debts in neighboring Greece.

POPULAR ANGER

The terms of the 10-billion euro ($13-billion) rescue from the European Union, International Monetary Fund and European Central Bank have stirred popular anger within Cyprus at the country's partners in the EU, notably Germany, the bloc's main paymaster and fiercest advocate of austerity.

On Tuesday, many hundreds of high school students protested at parliament, in the first major expression of popular anger since the bailout was agreed in the early hours of Monday in Brussels. The deal largely side-stepped the Cypriot parliament, and has triggered opposition calls for a referendum.

"They've just got rid of all our dreams," said one student, named Thomas.

Outside the central bank on Tuesday, about 200 employees of the country's biggest commercial lender, the Bank of Cyprus, demanded the resignation of central bank governor Panicos Demetriades, chanting "Hands off Cyprus" and "Disgrace".

Dimos Dimosthenous, a veteran Bank of Cyprus employee, said: "The bank is being driven to closure. That will be the end."

A Bank of Cyprus official said its chief executive, Yiannis Kypri, had been removed on the orders of the central bank.

It follows the appointment of a special administrator to run the bank, which is being restructured as part of the bailout deal, and an offer to resign by its chairman, Andreas Artemis.

ACCOUNTS FROZEN

The second largest lender, Cyprus Popular Bank, also known as Laiki, is to be shut down, and accounts of under 100,000 euros and some loans will be moved to the Bank of Cyprus. Deposits at both banks over the 100,000-euro mark, which is an EU benchmark for state insurance, will be frozen.

Government officials have estimated that these larger depositors, many of them wealthy foreigners including Russians, could lose around 40 percent of their cash.

On Wednesday, the government was appointing special crisis teams of economic experts to advise ministers.

Many Cypriots say they do not feel reassured by the bailout deal, however, and are expected to besiege banks as soon as they reopen after a shutdown that began over a week ago.

The long closure of the banks has hurt business, according to Andreas Hadjiadamou, president of the Cyprus Supermarkets Association, who said consumer confidence had "hit the floor".

Maria Benaki, who runs a family silverware business on Nicosia's biggest shopping street, said she had not had a customer in days.

"The situation is dire," she said. "What will happen at the end of the month when I need to pay my bills?"

    Is a leader from Texas a good fit for the Syrian opposition?

    International donors will like Ghassan Hitto, the newly elected leader of the Syrian opposition, because of decades spent in the US, but that undermines his credibility among Syrians.

    A former information technology executive who spent decades living in the US has taken the helm of the Syrian opposition.?Although Syrians may be skeptical of?Ghassan Hitto?because of his long absence from the country, his potential to bring in international aid appears to be what is winning him support for now.

    Mr. Hitto is originally from Damascus and has lived in the US since the early 1980s, most recently in Texas. Delegates representing the Syrian opposition coalition elected him?as the group?s new interim prime minister?yesterday morning in Turkey.

    Now he must unite a fragmented opposition, garner international support, and win the trust of Syrians traditionally skeptical of opposition leaders who arise from the Syrian diaspora.?Despite the enormity of these tasks, some Syrians?hold out hope that Hitto may be able to use his position to overcome these challenges and bring much needed aid into the beleaguered nation.

    Hitto has been heavily involved in efforts to provide humanitarian assistance and support for Syria. In November, he quit his job and moved to Turkey, where he began working full time to support opposition relief efforts.

    ?I think that maybe he will be good for the country. He?s helped people in Syria with food, medicine, and money,? says Yassin Sabak, a Syrian who defected from the Syrian Army and now lives in Turkey, who adds that he is also impressed by Hitto?s son Obaida who has traveled inside Syria to help rebels.

    Having spent decades of his adult life overseas, Hitto faces a difficult road as he works to win the support of many Syrians who remain adamant that they will not be ruled by Syrians from abroad. Most Syrians say they prefer whoever leads them be someone who has stayed inside the country and taken an active role in the revolution.

    Still, Hitto may be given some leeway, given that many political dissidents were forced to flee the country?during the 40-year rule of the Assad family.?

    ?It?s normal someone like Hitto to come from outside because anyone thinking about these things had to go out of the country before the revolution,? says Amir Qasr, a Syrian journalist now living in Turkey.

    The opposition?s ability to deliver services and assistance to those inside the country will be a key measure of the interim government?s success and ability to gain legitimacy inside Syria.

    Western donors remain reluctant to provide military supplies and backing to the opposition and the need for humanitarian aid has far outpaced international donor contributions. But?Hitto?s experience in the US, particularly his time as a business executive,?may reassure international donors.

    ?The positive side is that this guy is an executive who has experience trying to deliver goods into Syria. The opposition, at this point, is a song and a prayer. To a certain degree they just need to do something, anything,? says Joshua Landis, director of the Center for Middle East Studies at the University of Oklahoma. ?Syria is desperately poor. It needs everything. Whoever comes into town with some money and a little bit of skill, may be able to get something started.?

    In a speech after his election in Istanbul, Hitto said that the new interim government will work to bring an end to President Bashar al-Assad?s rule. He added that the opposition will not negotiate with Assad?s government.

    Hitto immigrated to the US while still a teenager. He earned degrees at Purdue University in computer science and mathematics. All four of Hitto?s four children were born in the US and Hitto himself is a naturalized American citizen. ??

    Prior to moving to Turkey, he lived with his family in Murphy, Texas, near Dallas. He lived in the Lone Star state long enough to become a football fan and is said to follow the Dallas Cowboys. While living in the US, Hitto was involved in a number of local Islamic charity organizations and is perceived by most as a liberal Islamist.?

    Among other organizations, he served multiple terms as a board member at the Brighter Horizons Academy, an Islamic school in Texas. Three of his children graduated from there and his wife, Suzanne, teaches English there.

    In a statement on the academy?s website following Hitto?s appointment as Syria?s new opposition prime minister, the academy described him as a ?practical man with great management experience? who was ?always open-minded and open to debate.?

    American officials have welcomed Hitto?s new appointment, saying he became ?well and favorably? known to US officials while coordinating the opposition?s aid efforts in from Turkey.

    ?[W]e know him well from the work that he?s been doing since he returned to the region,? said Victoria Nuland, spokesperson for the US State Department. ?I would simply say that this is an individual who, out of concern for the Syrian people, left a very successful life in Texas to go and work on humanitarian relief for the people of his home country.?

    Properly planned roads could help rather than harm the environment, say experts

    Mar. 20, 2013 ? Two leading ecologists say a rapid proliferation of roads across the planet is causing irreparable damage to nature, but properly planned roads could actually help the environment.

    "Loggers, miners and other road builders are putting roads almost everywhere, including places they simply shouldn't go, such as wilderness areas," said Professor Andrew Balmford of the University of Cambridge, UK. "Some of these roads are causing environmental disasters."

    "The current situation is largely chaos," said Professor William Laurance of James Cook University in Cairns, Australia. "Roads are going almost everywhere and often open a Pandora's Box of environmental problems."

    "Just look at the Amazon rainforest," said Laurance. "Over 95 percent of all forest destruction and wildfires occur within 10 kilometers of roads, and there's now 100,000 kilometers of roads crisscrossing the Amazon."

    But the researchers say it doesn't have to be like this. "Roads are like real estate," said Laurance. "It's 'location, location, location'. In the right places, roads can actually help protect nature."

    The secret, say the scientists, is to plan roads carefully, keeping them out of wilderness areas and concentrating them in areas that are best-suited for farming and development.

    "In such areas," said Balmford, "roads can improve farming, making it much easier to move crops to market and import fertilizers. This can increase farm profits, improve the livelihoods of rural residents, enhance food security and draw migrants away from vulnerable wilderness areas."

    This will be crucial in the future, say the scientists, given that global farming production will need to double in the coming decades to feed up to 10 billion people.

    Writing in the journal Nature, the researchers say a global mapping program is needed, to advise on where to put roads, where to avoid new roads and where to close down existing roads that are causing severe environmental damage.

    "It's all about being proactive," said Laurance. "Ultimately, local decision-makers will decide where to put roads. But by working together, development experts, agriculturalists and ecologists could provide badly needed guidelines on where to build good roads rather than bad roads."

    Don't hate! Nicki Minaj is awesome on 'Idol'

    New "Idol" judge Nicki Minaj is adding some much needed spice to the singing competition.

    Opinion: When "American Idol" judge Nicki Minaj is unhappy, ?she's not afraid to show it. Just last week, after it was revealed that?contestant Curtis Finch Jr. was in danger of being sent packing,?she threatened, "If you go home, I?m going home." And when the hopeful got the boot, Nicki left the stage.

    Her exit was great news for the vocal portion of the Internet who would've been thrilled had she carried out her plan and stayed away for good.

    But she didn?t, and thank the reality TV gods for that. Though the Nicki haters may be muting their sets whenever she opens her mouth, she?s the best thing to happen to ?Idol? in ages.

    The "Starships" singer is clearly polarizing. She says wacky things. She shows up late sometimes and -- as viewers saw last week -- departs early when it suits her. There are some nights when she seems to be paying limited attention.

    And who among us can turn away from that action?

    Judge drama essential
    As judge Randy Jackson reminds us every time he can?t think of anything else to say, "American Idol" is a singing competition. It?s a high-end talent show, the likes of which go on in every small town in the world and are available 24 hours a day to anyone with a basic cable TV package. Particularly given the increasing competition in the marketplace, ?Idol? needs more than its brand name and Ryan Seacrest?s smiling face to avoid being tossed off its perch and lumped in with every other network?s copycat effort.

    ?Idol? found its secret right away: drama from the judges. Simon Cowell was the original bad boy who people thought they hated but secretly loved. For all the faux outrage over all the barbs he's thrown to guileless teenagers with outsized dreams, he guaranteed that every week, ?Idol? would have something worth watching other than forgettable vocalists singing disco tunes.

    Ever since he decided to leave the show for ?X Factor? (and how?s that working out for him?), "Idol" has drifted into dullness and safety, relying heavily on the idea that viewers in the habit of DVRing the show will keep watching on autopilot.

    Replacing Simon and the rest of the crew (aside from Randy, who?s apparently indestructible) with Jennifer Lopez and Steven Tyler was a great way to add buzz, and there was always the chance that Steven would do something wacky like hit on a teenage female contestant or show up in drag. But most weeks, viewers saw average contestants given below-average and unmemorable feedback from the judges, and sitting through the commercial-padded episodes got harder and harder.

    Newbies to the rescue
    The show needed a reboot, and it?s gotten one. Keith Urban has been outstanding in his opening season, offering encouragement, advice and gentle but firm criticism as warranted. Mariah Carey provides the tight outfits and forgettable prose. Randy is also back to remind people that this is technically the same show that saw Kelly Clarkson burst from obscurity to stardom in its first season.

    But Nicki is the key. She?s the one person on the show who?s impossible to ignore because she?s impossible to predict. You literally have no idea what you're getting when you turn on the TV every Wednesday and Thursday. She might use an upper-crust British accent in the night?s commentary, or she might cause the Fox censor to work overtime. She might undress all the men with both her eyes and her feedback, or tell her favorite woman that she reminds her of pancakes with syrup and butter. It?s like combining a talent show with performance art.

    She?s the first judge since Simon whose comments are impossible to ignore, and she?s under no pressure to conform. She?s a top-selling artist who?s only going to gain credibility among her fans if she?s controversial. She has a lot of rope, and she knows it.

    What?s with the kindness?
    Surprisingly, where she?s not like Simon is in her evilness.

    Simon was, let?s face it, a jerk. Many thought that given her status and reputation in hip-hop, Nicki would have more to gain by being cutting than being nice. She fed into that soon after taking the job, noting that she didn?t plan to advance people just because of their touching backstories.

    She hasn?t done that. If Nicki doesn?t like something, she?ll say so, but there?s no likening a bad performance to a lounge act on a sinking cruise ship, or whatever simile Simon is beating into the ground these days. She?ll offer useful ideas when she has them, and she?ll passionately urge those she doesn?t like to mend their evil ways.

    Put bluntly, Nicki makes "Idol" worth watching again.

    Yankees, Red Sox to honor Newtown

    (AP) ? The New York Yankees and Boston Red Sox will honor the community of Newtown and the memory of those killed in the shooting at Sandy Hook Elementary School when the teams play opening day April 1 at Yankee Stadium.

    Pregame ceremonies include a joint honor guard of Newtown police and firefighters, and a moment of silence at which time a list of the victims' names will be recognized on the center-field scoreboard.

    "On opening day, we will reflect upon more important things and the play the game to honor the community of Newtown," Yankees managing general partner Hal Steinbrenner said in a statement. "Since the day of the tragedy, our hearts and thoughts have been with those who were affected."

    The Yankees and Red Sox will wear a special ribbon on their uniforms. Baseball commissioner Bud Selig has asked that all other 28 major league teams wear the ribbon during their opening games.

    "Months have passed, yet we are still trying to come to grips with this incomprehensible tragedy," Red Sox principal owner John Henry said in a statement. "As our teams look to face each other on opening day, we will stand united in support of the families affected as we remember and honor those who were lost."

    Approximately 3,000 people from Newtown will be invited to the ballpark for New York's July 7th game against Baltimore on "Newtown Day at Yankee Stadium."

    Review: Naruto Powerful Shippuden (3DS) - Cheap Ass Gamer ...

    Don?t know anything about Naruto? Don?t fret; my knowledge consists solely of what I?ve gleaned from playing portions of the videogames over the years. With Naruto Powerful Shippuden, you don?t even need that rudimentary background. This super-deformed brawler is from development house Inti Creates that has helmed numerous recent Mega Man games, so it has some two-dimensional gaming know-how behind it. Is that type of pedigree enough to create a game that appeals to even those ignorant of the goings-on in Hidden Leaf Village?Believe it or not, Powerful Shippuden in fact isn?t entirely a Naruto game. Instead, the egotistical blonde ninja shares the spotlight with Rock Lee (a character I was totally unfamiliar with before this game). I don?t know whether it?s the Chibi-style the game employs or whether he is always like this, but I found Lee?s antics to be far more enjoyable than those of Naruto. His outgoing, bumbling and geeky persona really lends to the game?s art style and there are some truly humorous moments in the story. There are also some uncomfortable scenes of innuendo that creep in, given the young age of the characters. These are usually followed by a public service announcement type warning that it?s not okay to stalk other people or blow wind up their skirts. It may very well be even creepier because the game points out how creepy it?s being. For the most part though, the minimally animated cut-scenes with English subtitles and Japanese voice work offer up a charmingly wacky presentation that isn?t opposed to breaking through the fourth wall. The story progression is laid out so that you must switch back and forth between the two heroes every few missions to gain enough keys to unlock higher stages.Although Naruto and Rock Lee perform different types of Jutsu, this button-mashing beat-?em-up controls the same no matter which character you are playing with. The animations will be different but in essence you will always be mixing normal and special attacks, dodging or blocking enemy blows, and dashing to extend combos. There?s a fatigue system in place (a chakra meter that builds as you perform normal attacks) to ensure you don?t overuse the special attacks. Both Naruto and Lee can also call in support from their ninja comrades in the form of quick super moves that recharge over time. Overall, it?s a fluid and familiar fighting system that?s easy to master.The developers tried to counteract the monotony that can set in with a brawler in a number of ways. First off, there?s an RPG-esque experience system that allows for leveling up of the characters, learning new special attacks, powering-up support characters, and buying special items. Secondly, before each mission you can set a bonus goal that adds extra challenge such as completing the level within a time limit or finishing without becoming fatigued. It?s a clever reward system that doesn?t penalize players if they don?t meet the secondary goal. Another way the game attempts to stay fresh is with varying the structures of the levels. Some stages are as simple as wipe out every enemy that spawns onto this solitary screen worth of game space. Others have you racing against the clock from one end of an environment to the other while gaining additional time from stopwatches dropped by downed enemies. There are also missions where you have to find hidden scrolls, ones where you must prevent enemies from crossing through a gate, and others where you must survive without attacking. Keep in mind that the average level only takes about a minute and a half to complete so you?re never doing the exact same thing for too long.Even with these preventative measures against repetition, Powerful Shippuden still can?t avoid the eventual fatigue. There?s just not enough variety as the handful of level environments repeat again and again. There?s the one with the trees you can jump on and there?s the one with the doors that lead to small side rooms and then there are a few others that are less memorable. Fill these up with the same wolves, hawks, snakes, frogs, and handful of generic ninjas, and working through the levels in the hopes of getting to something unique all starts to become less and less thrilling. There?s a little too much of this filler material in-between the more interesting boss battles to really justify the game?s length. I know that when the game?s end credits suddenly sprang onto the screen, I was on one hand surprised by the sudden end to the game and on the other hand relieved that I didn?t have to punch and kick any more wolves and hawks. If you want to keep punching and kicking wolves and hawks, there are several missions that open up after the main game is complete and an Endless Battle option also presents itself.All in all, Naruto Powerful Shippuden succeeds in appealing to a novice Naruto player. The humorous presentation and competent combat make it a good mobile offering for both franchise and beat-?em-up fans. Had the repetition been cut down with a larger variety of enemies and locales, this would have been very easy to recommend at a higher price. Unless you have some sort of insatiable vendetta against wolves and hawks, I?d recommend checking it out when it has a price more befitting the amount of original content found within.

    Stop-and-frisk trial: What's next for the controversial tactic?

    The stop-and-frisk tactic under fire in New York City has already survived a constitutionality challenge, but could face reform from the current class action suit charging that stop-and-frisk is disproportionately used against minorities.

    Many of the tens of thousands of New Yorkers stopped, questioned and sometimes frisked by police in the past decade were wrongly targeted because of their race, lawyers for four men who claim they were illegally stopped said Monday.

    But New York Police Department lawyers countered that officers must go where the crime is ? and the crime is overwhelmingly in minority neighborhoods.

    A civil trial that began Monday in federal court in Manhattan will examine the police tactic that has become a city flashpoint, with mass demonstrations, City Council hearings and mayoral candidates calling for change. The lawsuit, now a class-action, seeks a court-appointed monitor to oversee changes to how the police make stops.

    The courtroom and overflow rooms were packed Monday, and stop-and-frisk opponents held an afternoon rally outside the courthouse. The Rev. Jesse Jackson watched the opening statements, telling reporters outside court afterward: "I heard rationalization and justification rather than explanation from the city. They were not denying. They were justifying."

    The trial is expected to last more than a month.

    The mayor and police commissioner say stop-and-frisk is a life-saving, crime-stopping tool that has helped drive crime down to record lows.

    But Darius Charney, the lawyer for the four men who filed the suit in 2008, said the department is doing stops illegally and must make adjustments. He called many of the stops a "frightening and degrading experience" for "thousands if not millions" of New Yorkers.

    Charney, of the Center for Constitutional Rights, called the stops "arbitrary, unnecessary and unconstitutional," and promised that plaintiffs will show the judge "powerful testimonial and statistical evidence" that New Yorkers are routinely stopped without suspicion.

    Police have made about five million stops in the past decade, of mostly black and Hispanic men. Two witnesses testified Monday, out of a dozen who say they were targeted because of their race.

    One, Devin Almonor, the 16-year-old son of a police officer, said he was thrown against an unmarked car and handcuffed when he was 13 on his way home. The other, David Floyd, testified that he was wrongly stopped twice. Both said they were testifying because they didn't want the same injustice to happen to other people. Floyd, 33, is now a medical school student.

    City lawyers sought to discredit the witnesses by suggesting their stories had evolved over the years to become more dramatic.

    Officers and criminologists who have studied the statistics on street stops are also slated to testify, and lawyers plan to play hours of audio tapes made by Adrian Schoolcraft, an officer who was hauled off to a psych ward against his will after he said he refused to fill illegal quotas.

    U.S. District Court Judge Shira Scheindlin, who has said in earlier rulings that she is deeply concerned about stop and frisk, is not being asked to ban the tactic, since it has been found to be legal. But she does have the power to order reforms, which could mean major changes to the nation's largest police force and other departments.

    City lawyers said Monday the department already has many checks and balances, including an independent watchdog group that was recently given authority to prosecute some excessive force complaints against police. Officers have more than 23 million contacts with the public, make 4 million radio runs and issue more than 500,000 summonses every year. Comparatively, 600,000 stops annually are not unreasonable, city attorneys said.

    "The New York Police Department is fully committed to policing within the boundaries of the law," said Heidi Grossman, an attorney for the city. "Crime is not distributed evenly across the city."

    The city lawyers said the expert testimony was flawed and evidence would show a correlation between the description of suspects and those stopped.

    "Police are given an awesome responsibility, one of which is to bring crime down and keep people safe," Grossman said.

    Street stops have risen dramatically since the 1990s while overall crime dropped in a city that once had the highest murder rate in the nation. Mayor Michael Bloomberg and Police Commissioner Raymond Kelly say the stops are a deterrent that led to lower crime.

    The city recorded 419 murders in 2012, down from more than 2,000 in the 1990s and the lowest since similar record-keeping began in the 1960s.

    More than 531,000 people were stopped last year, more than five times the number when Bloomberg took office a decade ago. Fifty-one percent of those stopped were black, 32 percent Hispanic and 11 percent white. According to census figures, the city has 8.2 million people: 26 percent are black, 28 percent are Hispanic and 44 percent are white.

    About half the people who are stopped are subject only to questioning. Others have their bag or backpack searched. And sometimes police conduct a full pat-down. Only 10 percent of all stops result in arrest, and a weapon is recovered a small fraction of the time.

    Recent polls show a stark divide over how blacks and whites view the tactic, while among Hispanics, disapproval of the practice has grown.

    Pentagon highlighting bomber missions in Korea

    (AP) ? The United States is flying nuclear-capable B-52 bombers on training missions over South Korea to highlight Washington's commitment to defend an ally amid rising tensions with North Korea, Pentagon officials said Monday.

    Pentagon press secretary George Little said one B-52 flew over South Korea on March 8, and the deputy defense secretary, Ashton Carter, said during a visit to Seoul that another bomber mission is scheduled for Tuesday.

    B-52 bombers are capable of launching nuclear-armed cruise missiles, but Little said those participating in the Korean exercise are not armed with nuclear weapons.

    The use of Air Force warplanes as part of an annual U.S.-South Korean military exercise called Foal Eagle is not unusual. But the Pentagon used the occasion to draw attention to the role B-52 bombers play as part of an American nuclear "umbrella" over South Korea and Japan ? both of which feel threatened by North Korea's development of nuclear weapons and ballistic missiles.

    "We're deeply concerned about North Koreans behavior and rhetoric," Little told reporters.

    In a more dramatic demonstration of that concern, Defense Secretary Chuck Hagel on Friday announced that the U.S. is beefing up its defenses against a potential North Korean missile attack on the U.S. He said that over the coming four years the Pentagon will add 14 missile interceptors to the 26 it already has in place at Fort Greely, Alaska, at an estimated cost of $1 billion.

    Hagel cited three recent developments in North Korea that prompted the Obama administration to act, including a nuclear test in February deemed reckless by Washington and condemned by the United Nations Security Council.

    Hagel also cited Pyongyang's launch in December of a rocket that put a satellite into space and demonstrated mastery of some of the technologies needed to produce a long-range nuclear missile. And he noted that last April the North Koreans put on public display a road-mobile intercontinental ballistic missile, the KN-08. Navy Adm. James Winnefeld Jr., vice chairman of the Joint Chiefs of Staff, said that missile is believed to be capable of reaching U.S. territory.

    Although not mentioned by Hagel, the North Koreas raised tensions further by threatening last Thursday to pre-emptively attack the U.S. Among its recent declarations, North Korea has said it will no longer recognize the armistice that ended the 1950-53 Korean War, though it has made such remarks before.

    Carter said in Seoul on Monday that he discussed with South Korean officials the North's "continued pattern of provocative actions" and offered assurances that the budget crisis in Washington will not weaken the U.S. military commitment to South Korea.

    North Korea routinely condemns U.S. and South Korean military exercises as provocations and unwarranted preparations for war.

    (AP) ? British politicians struck a last-minute deal on press regulation Monday, unveiling new rules that aim to curb the worst abuses of the country's scandal-ridden media.

    The deal agreed upon by all three major parties came on the same day as a lawyer announced in court there could potentially be hundreds more hacking victims of Rupert Murdoch's media empire.

    Victims' groups had lobbied for an independent watchdog whose powers are rooted in legislation, while media groups had opposed any potential press law, saying it threatens press freedom.

    After months of political wrangling, the new deal is a complicated compromise. Politicians touted it as a victory, but critics are skeptical ? and many uncertainties still remain about whether Britain's newspapers are willing to cooperate with it.

    The proposals were the result of heated debate in Britain over how to implement the recommendations of Lord Justice Brian Leveson, who was charged with cleaning up a newspaper industry plunged into crisis by revelations of widespread illegality.

    Prime Minister David Cameron said the proposals would ensure better media practices, while steering clear of setting down a press law that could restrict the country's fiercely independent press.

    "We stand here today with a cross-party agreement for a new system for press regulation," Cameron told lawmakers. "It supports our great traditions of investigative journalism and free speech. It protects the rights of the vulnerable and the innocent."

    Explaining why he rejected a new press law, Cameron said: "I believe it would be wrong to run even the slightest risk of infringing free speech or a free press in this way."

    The regulator being proposed by politicians would be independent of the media and would have the power to force newspapers to print prominent apologies and pay fines of up to 1 million pounds ($1.5 million) if they violated the body's rules.

    Submitting to the regulatory regime would be optional, but media groups staying outside the watchdog's purview could risk being slapped with extra damages if their stories fall afoul of Britain's court system.

    Rather than be established through a new press law ? which advocates of Britain's media have described as unacceptable ? the regulatory body would be created through a Royal Charter, a kind of executive order whose history stretches back to medieval times. A law would be passed to prevent ministers from tweaking the charter after the fact.

    It was not immediately clear how many newspapers would cooperate with the proposals. A joint statement issued by several of Britain's largest newspapers said they were still digesting the news, but noted that early drafts of the charter contained "deeply contentious issues."

    Victims' group Hacked Off said it believed the deal would go a long way toward protecting the public from fresh media abuses, but many journalists and free speech advocates were still uneasy.

    Paris-based Organization for Economic Cooperation and Development were among those expressing concerns about media freedom, warning that the phone hacking scandal should not be used as an excuse to rein in all print media.

    The London-based Index on Censorship called the developments a "sad day for press freedom in the U.K." The Sun, Britain's top-selling newspaper, carried a front page photograph of Winston Churchill next to a 1949 quote in which the British leader described a free press as "the unsleeping guardian of every other right that free men prize."

    The Sun, however, is one of several newspapers that have been caught up in the hacking scandal.

    The previous watchdog, the widely discredited Press Complaints Commission, barely bothered to investigate allegations of phone hacking before the scandal broke. Its chairwoman, Peta Buscombe, was sued for libel after she challenged the account given by a lawyer for phone hacking victims. The group's former ethics adviser, Tina Weaver, was arrested last week on suspicion of conspiring to hack phones.

    The new regulator is intended to fix some of the Press Complaints Commission's weaknesses. Newspaper editors would lose their veto over appointments to the watchdog and outside groups could make complaints.

    Cameron said the charter would be submitted to Queen Elizabeth II for approval in May.

    Meanwhile, fresh revelations of tabloid misdeeds surfaced Monday.

    At London's High Court, a lawyer for phone-hacking victims said investigators had found evidence of hundreds more potential phone-hacking victims of Murdoch's now-defunct News of the World tabloid.

    Lawyer Hugh Tomlinson made the announcement during legal arguments related to the lawsuits against News of the World publisher News International. Tomlinson did not go into much detail, but hundreds of extra victims could translate into millions of extra damages for the U.K. newspaper company, which has already spent more than 215 million pounds ($325 million) reorganizing its business and defending itself in a slew of civil suits, police investigations and official inquiries.

    Tomlinson said new evidence meant that some of the 145-odd claimants with whom News International has already settled "might be in a position to make new claims."

    There was also further embarrassment for The Sun newspaper ? another Murdoch title ? which acknowledged harvesting data from a lawmaker's stolen phone.

    Lawyer David Sherborne said parliamentarian Siobhain McDonagh had accepted substantial but undisclosed damages from the newspaper after her cellphone was stolen from a parked car in 2010. It wasn't made clear who took the phone ?and its whereabouts remain unknown ? but McDonagh's text messages had been accessed by the paper, he said.

    The phone hacking story first erupted in 2006, when two employees of the News of the World were arrested on suspicion of hacking into the phones of Britain's royal household. News International spent the next few years arguing that the pair had gone rogue, all the while paying hush money to victims and lying to the press and public about the extent of the wrongdoing.

    The scandal re-erupted in 2011, when it emerged that the News of the World had hacked into the phone of a murdered teenager in its quest for scoops. Murdoch shut down the paper that summer.

    Uncontrolled hypertension could bring increased risk for Alzheimer's disease

    Mar. 18, 2013 ? A study in the Journal of the American Medical Association Neurology suggests that controlling or preventing risk factors, such as hypertension, earlier in life may limit or delay the brain changes associated with Alzheimer's disease and other age-related neurological deterioration.

    Dr. Karen Rodrigue, assistant professor in the UT Dallas Center for Vital Longevity (CVL), was lead author of a study that looked at whether people with both hypertension and a common gene had more buildup of a brain plaque called amyloid protein, which is associated with Alzheimer's disease. Scientists believe amyloid is the first symptom of Alzheimer's disease and shows up a decade or more before symptoms of memory impairment and other cognitive difficulties begin. The gene, known as APOE 4, is carried by 20 percent of the population.

    Until recently, amyloid plaque could be seen only at autopsy, but new brain scanning techniques allow scientists to see plaque in living brains of healthy adults. Findings from both autopsy and amyloid brain scans show that at least 20 percent of typical older adults carry elevated levels of amyloid, a substance made up mostly of protein that is deposited in organs and tissues.

    "I became interested in whether hypertension was related to increased risk of amyloid plaques in the brains of otherwise healthy people," Rodrigue said. "Identifying the most significant risk factors for amyloid deposition in seemingly healthy adults will be critical in advancing medical efforts aimed at prevention and early detection."

    Based on evidence that hypertension was associated with Alzheimer's disease, Rodrigue suspected that the combination of hypertension and the presence of the APOE-e4 gene might lead to particularly high levels of amyloid plaque in healthy adults.

    Rodrigue's research was part of the Dallas Lifespan Brain Study, a comprehensive study of the aging brain in a large group of adults of all ages funded by the National Institute on Aging. Rodrigue's group recruited 147 participants (ages 30-89) to undergo cognitive testing, magnetic resonance imaging (MRI) and PET imaging using Amyvid. Amyvid is a compound that when injected travels to the brain and binds with amyloid proteins, allowing the scientists to visualize the amount of amyloid plaque. Blood pressure also was measured at each visit.

    Rodrigue classified participants in the study as hypertensive if they reported a current physician diagnosis of hypertension or if their blood pressure exceeded the established criteria for diagnosis. The participants were further divided into groups based on whether they were taking anti-hypertensive medications or if they were unmedicated and showed blood pressure elevations consistent with a diagnosis of hypertension. Finally, study subjects were classified in the genetic risk group if they were in the 20 percent of adults who had one or two copies of an APOE ?4 allele, a genetic variation linked to dementia.

    The most striking result of the study was that nonmedicated hypertensive adults who also carried a genetic risk factor for Alzheimer's disease showed much higher amyloid levels than all other groups. Adults with medication-controlled hypertension, even those with genetic risk, had levels of amyloid plaque equivalent to participants without hypertension or genetic risk.

    The study suggests that controlling hypertension may significantly decrease the risk of developing amyloid deposits, even in those with genetic risk. Rodrigue noted that long-term studies are needed to be certain that the use of hypertensive medications decreased amyloid deposits. Nevertheless, this early finding provides a window into the potential benefits of controlling hypertension that goes beyond lowering the risk of strokes and other cardiovascular complications.

    Scientists cannot fully explain the neural mechanisms underlying the effect of hypertension and APOE ?4 on amyloid accumulation. But earlier research in animal models has shown that chronic hypertension may enable easier penetration of the blood-brain barrier, resulting in more amyloid deposition.

    The recent study is significant because it focuses on a group of healthy and cognitively normal middle-aged and older adults, which enables the examination of risk factors and amyloid burden before the development of preclinical dementia. The team plans for long-term, longitudinal follow-up with participants to determine the proportion of the subjects who eventually develop the disease.

    The study's co-authors included Dr. Denise Park, director of the Dallas Lifespan Brain Study and co-director of the Center for Vital Longevity, Dr. Kristen Kennedy and doctoral student Jennifer Rieck, all from The University of Texas at Dallas. The team also included Dr. Michael Devous and Dr. Ramon Diaz-Arrastia from UT Southwestern Medical Center and the Uniformed Services University of the Health Sciences. In addition to the National Institute on Aging support, the Alzheimer's Association provided funds for the study and Avid Radiopharmaceutical provided doses of Amyvid used in scanning.
