    Obama would trounce Romney, Perry among Latino voters, survey finds

    At least two-thirds of Latino registered voters prefer President Obama over Mitt Romney or Rick Perry, a new survey shows. Both do worse than John McCain did in 2008, signaling GOP is not making hoped-for gains among Latinos.

    Most Latinos in the United States disapprove of the rise in deportations of illegal immigrants under the Obama administration. But in hypothetical matchups with two Republican presidential candidates, President Obama wins handily, according to a new survey by the Pew Hispanic Center.

    Against former Massachusetts Gov. Mitt Romney, Mr. Obama wins 68 percent to 23 percent among Latino registered voters. Obama also beats Texas Gov. Rick Perry, 69 percent to 23 percent. ?

    The fast-growing Hispanic population represents a crucial voting bloc next November. Republicans acknowledge that their nominee must do better against Obama in 2012 than John McCain did in 2008, when Obama won 67 percent of the Hispanic vote, versus 31 percent for Senator McCain. In 2004, when President George W. Bush was reelected, he won 44 percent of the Hispanic vote.

    The Pew Hispanic Center survey demonstrates how steep the challenge is for the eventual Republican nominee.

    ?Even among those who disapprove of the way Obama is handling the issue of deportations, a majority support his reelection over either of these two potential Republican challengers,? the Pew center reports. ?Obama would carry this group by 57 percent to 34 percent against Romney and 61 percent? to 31 percent against Perry.?

    As for Newt Gingrich, a separate survey in early November by the Pew Research Center showed Obama beating the former House speaker among Hispanic voters, 61 percent to 36 percent.

    Latinos disapprove of Obama?s immigration policy 57 percent to 27 percent, according to the new Pew Hispanic Center survey. Under Obama, deportations have risen to record levels. Since 2009, the annual average is near 400,000, 30 percent higher than the annual average of George W. Bush?s second term and about double the annual average of his first term. The Pew Hispanic Center estimates that 81 percent of undocumented immigrants in the United States are of Hispanic origin. Among deportees in 2010, 97 percent were Hispanic, according to figures cited by Pew from the Department of Homeland Security.

    Democrats have historically performed better than Republicans among Latinos, except for those of Cuban descent. In the survey, Latinos reported that jobs, education, and health care were the top issues in next year?s election. One-third of registered Latino voters said immigration was extremely important to them.

    But the optics of the immigration debate have weighed heavily against the GOP. Republicans tend to favor a ?secure the border first? approach to immigration, while Democrats are more inclined toward comprehensive immigration reform, which would establish a path to citizenship for illegal immigrants while also addressing border security. Critics call the citizenship provision amnesty.

    In addition, 90 percent of Latinos support the DREAM Act, legislation that provides legal status to young illegal immigrants who attend college or serve in the US military for two years. The Obama administration backs the DREAM Act, while Republicans tend to oppose it.

    In 2012, several swing states have fast-growing Hispanic communities, including Florida, Nevada, and New Mexico. The Obama campaign and state Democratic parties already have extensive outreach programs in place, while the Republican Party is embroiled in its nomination process. Still, Republicans believe the struggling economy ? which has hit minorities harder than other Americans ? gives them an inroad into the Hispanic community. Republicans also argue that Hispanics? entrepreneurial culture and emphasis on family values make their party a natural home for Latinos.?

    O.C.'s Kit-Cat Clocks celebrates 80 years with Rose Parade float

    Tick-tock, tick-tock.

    The cat's eyes beat back and forth and its tail keeps time, but it is the wide smile that might be the most recognizable part of the Kit-Cat clock.

    And that's just the way its creators intended it.

    Their mission to evoke a smile has built an icon that has endured 80 years. For about 50 of those years, Kit-Cat Clocks have made their home in Orange County.

    The clocks were introduced during the Great Depression but became popular in the 1950s. Technology changes in the 1980s created a problem for the company, but it found a way to modernize the clocks and remain a U.S. mainstay. According to company officials, a Kit-Cat clock has been purchased every three minutes for the last 70 years.

    To celebrate that history, the company will debut its first Rose Parade float, "Timeless Fun for Everyone," on Jan. 2. A black and white Kit-Cat will serve as the centerpiece for the float, which is made with all locally grown flowers.

    The float will also feature a group of skateboarders from Costa Mesa, Huntington Beach and Newport Beach riding FIZZ boards, modeled after the classic 1970s banana boards. "Rock Around the Clock" will be playing as the skaters ride a ramp on the float and young swing dancers perform.

    "It's all things retro," said Woody Young, president of California Clock Co. and also an investor in Street Surfing, the company that invented the FIZZ board. "It doesn't matter what decade it is, (Kit-Cat clocks) are in."

    About two decades after they were introduced, the Kit-Cat Clocks became a must-have piece in 1950s households, Young said.

    Today, the Kit-Cat drums up images of chocolate malts, saddle shoes, and jukeboxes. It is not uncommon to find someone who had an aunt or a grandmother who proudly displayed a Kit-Cat in her kitchen.

    Young said the company's solid history can be attributed to keeping the Kit-Cat's mission intact.

    "We're selling smiles," he said. "That's what it's all about."

    A simple black and white version of the Kit-Cat was the first introduced in 1932 in Portland, Ore. by the California Clock Co.

    After World War II, Young said the mission of the Kit-Cat resonated in American pop culture and the clocks became an icon.

    "People were tired of war," he said. "It became the most popular in the 1950s."

    Hollywood even gravitated to the classic cat clock.

    Celebrity owners include Lucille Ball and Whoopi Goldberg and the clock has also been featured in films such as "Back to the Future" and "Honey I Shrunk the Kids".

    In the late '80s, the survival of Kit-Cats as an American-made novelty was threatened.

    The clock was powered by the electric motors found in many stoves during the '50s and '60s. As stove manufacturers abandoned the technology, California Clock Co. became the only company to still use the motor, Young said.

    "The technology changed," he said. "We were either going to have to go out of business or take the business overseas."

    Instead, the company came up with its own engineering ideas. Young said their clocks are the only timepieces in the nation to use a United States-made battery movement to make the clock tick.

    "We literally transformed these clocks and kept it alive in the States," he said.

    The Kit-Cat has evolved to include a spectrum of colors and other characters including Kitty-Cat, the female version of the clock that has big eyelashes and a pearl necklace.

    Young said Kit-Cat also releases a limited-edition clock every year for those who collect the pieces.

    For 2012, the limited-edition Kit-Cat will be "Rose Float" and it will be the color of the Rose Parade roses in honor of the company's parade debut.

    Gingrich out of Virginia primary election (Reuters)

    WASHINGTON (Reuters) ? Leading Republican presidential candidate Newt Gingrich has failed to meet the requirements to be in the presidential primary election in Virginia, where he resides, the state's Republican Party said.

    Gingrich had been leading in a poll of Virginia voters and a spokesman for the former speaker of the House of Representatives defiantly pledged to run a write-in campaign for the March 6 vote. However, Virginia does not permit write-ins in primary elections, according to the state code.

    The Virginia Republican Party also said Texas Governor Rick Perry's petitions also had failed to qualify him for the ballot. Only former Massachusetts Governor Mitt Romney and Texas Congressman Ron Paul qualified.

    Three other members of the Republican field trying to unseat Democratic President Barack Obama - former Utah Governor Jon Huntsman, Minnesota Representative Michele Bachmann and former Pennsylvania Senator Rick Santorum - did not meet the Thursday deadline for submitting petitions.

    Despite Gingrich's last-minute scramble to submit his petitions by the deadline, the state party said on its website on Saturday that a review process showed he did not have the required 10,000 verifiable signatures.

    The Virginia state board of elections earlier had said Gingrich, among the top three Republican candidates nationally, had made the ballot with 11,050 signatures.

    "Only a failed system excludes four out of the six major candidates seeking access to the ballot," Gingrich campaign director Michael Krull said. "Voters deserve the right to vote for any top contender, especially leading candidates.

    "We will work with the Republican Party of Virginia to pursue an aggressive write-in campaign to make sure that all the voters of Virginia are able to vote for the candidate of their choice," Krull said.

    But Virginia Code Section 24.2-644(C) rules out write-ins in its first sentence, saying: "At all elections except primary elections it shall be lawful for any voter to vote for any person other than the listed candidates for the office by writing or hand printing the person's name on the official ballot."

    A December 22 Quinnipiac poll for Virginia had Gingrich ahead with 30 percent of the vote, compared with 25 percent for Romney and 9 percent for Paul. Virginia is one of 11 states holding a primary or caucus on March 6.

    After Gingrich staged two campaign events in the state last week, his campaign had been confident that he had made the ballot even as his last-minute scramble raised concerns about Gingrich's abilities to run a national campaign.

    Court rules against virginity tests for military prisoners in Egypt

    A court in Egypt has ruled against a controversial practice involving virginity tests in military prisons.

    Hundreds of people cheered outside the courtroom after the ruling was announced. An Egyptian Civilian Court ordered the Army to end forced virginity tests on female detainees in military prisons.

    The case was brought up by a woman who said the army forced her to take the test after she was arrested during a protest.

    An Army official said the tests were given so that the military would not be accused later of raping the detainees.

    LPGA Tour founding member Bettye Danoff dies in Texas at 88

    Bettye Danoff, one of the LPGA Tour?s 13 founding members, has died. She was 88.

    The LPGA Tour said Danoff died Thursday in Texas.

    At 5-foot-2 and barely 100 pounds, Danoff earned the nickname ?Mighty Mite? and was the first grandmother to play the tour. Before the formation of the LPGA Tour, she beat Babe Zaharias 1-up as an amateur in the final of the 1947 Texas Women?s Open to end Zaharias? 17-tournament winning streak.

    Danoff won four straight Dallas Women?s Golf Association Championships from 1945-48, the women?s division of the Texas PGA in 1945 and 1946 and the Texas Women?s Amateur in 1947 and 1948. The Texan, winless on the LPGA Tour, also played exhibitions as an amateur with PGA Tour star Byron Nelson in the late 1940s.

    ?Bettye really did make a difference, in the world of golf ?and all of us are living proof,? LPGA Commissioner Mike Whan said. ?Because of her courage, and the vision/belief of many others that followed our founders, we all get to participate in a fantastic business and game.?

    Danoff?s husband, Dr. Clyde Walter Danoff, died in 1961.

    Jordan Romero Climbs Mt. Vinson Massif: Calif. Teen Becomes Youngest To Climb 7 Summits

    BIG BEAR, Calif. -- A Southern California teenager became the youngest person to successfully climb to the summit of the seven tallest mountains on Earth's seven continents, according to his website.

    Jordan Romero, 15, called his mother Leigh Ann Drake on Saturday to confirm that he'd achieved his goal of reaching the top of Mt. Vinson Massif in Antarctica.

    The Big Bear, Calif.-native beat the record previously held by British climber George Atkinson, who completed the ascents at age 16 in May.

    Romero's team began the climb Wednesday. Romero's Facebook page, "Find Your Everest," marked reaching the summit, but the climb is hardly over.

    "It's in the books. The kid and team summit with all fingers and toes. Descent still to come then we celebrate," a post to the Facebook page read.

    Romero completes the climbs with his father and stepmother.

    "It's my dream we are following to the highest points on every continent," Jordan says on his blog. "I know it's a big goal and lucky for me my family is supporting me every step of the way."

    At age 10, Romero climbed Mt. Kilimanjaro in Africa, and at age 13 he climbed the world's highest mountain, at 29,035 feet, Mt. Everest in Asia.

    Drake declined further comment, saying the family is not seeking attention for the boy's achievement.

    Robert De Niro is a dad again at 68

    Actor Robert De Niro and his wife Grace Hightower have become the proud parents of a baby girl born via a surrogate, the actor's spokesman confirmed on Friday.

    The child is the second for De Niro, 68, and Hightower, 56. She is named Helen Grace Hightower De Niro, and weighed a healthy 7 lbs 2 oz at birth.

    The "Meet the Parents" star married actress Hightower in 1997, and the couple have a son, Elliot, born in 1998.

    De Niro also has a son and adopted daughter with ex-wife Diahnne Abbott and two twin sons with former girlfriend Toukie Smith.

    The actor can currently be seen in the star-studded, feel-good film "New Year's Eve."

    HP Omni 120-1024


    Browsing through the all-in-one desktops at any computer retailer, it's easy to be wowed by entertainment options and touch-friendly features, but forget about finding a fully decked-out system for less than $800. The HP Omni 120-1024 ($529.99 list) may not have all the bells and whistles of more expensive systems, but if you want a compact and attractive all-in-one for browsing the Web or light office work, it's a decent system at a price that's hard to beat.

    Design and Features
    Instead of the pedestal design used on previous iterations, the HP Omni utilizes an easel-back design. The screen and chassis are supported by a single bar and a hinged leg in the back, resulting in both sturdiness and some tilt adjustability. The screen bezel and chassis are covered in burnished black plastic, but the supporting bar below is a stately silvery color. The speakers along the bottom edge of the screen provided good stereo output when I played the new Avengers and Mission: Impossible trailers, though I found the sound a little thin when I listened to some Jimi Hendrix songs with the volume turned all the way up. There's also little to no bass to speak of.

    The 20-inch widescreen display has a resolution of 1,600 by 900, fine for 720p playback but short of the 1080p HD picture found on the Dell Inspiron One 2305 (IO2305-4400ELS) ($799.95 list, 3 stars). The display is clear enough for any sort of document or spreadsheet work, and large enough for working on documents side by side or enjoying a full-screen movie from four or five feet away. And though it may sit on the shelf next to several touchscreen-equipped all-in-one systems, the Omni 120-1024 has no touch capability itself. The included wired keyboard and mouse are nothing fancy, but they get the job done.

    On the right and left edges of the chassis you'll find a tray-loading DVD?RW optical drive, a media card reader (SD/HC, MMC, MS/Pro, xD), two USB 2.0 ports, and headphone and microphone jacks. On the rear are four more USB 2.0 ports, though you'll need two for the keyboard and mouse. There's also an audio output and an Ethernet port. What you won't find on the Omni are faster USB 3.0 ports, like the ones found on the MSI Wind Top AE2050-008US ($679.99 list, 3 stars) or an HDMI video port.

    Internally, the Omni 120-1024 is equipped with 802.11n Wi-Fi and a 500GB 7,200rpm hard drive. On the hard drive there are several programs preinstalled, from a dedicated eBay website link on the desktop to ereaders (Blio and Kobo) and a handful of game samples from WildTangent. There's also a 60-day trial of Norton Internet Security 2012, Microsoft Office Starter 2010 (the full suite is preloaded, but requires a product key to activate). You'll also get HP LinkUp software, which lets this computer easily share files with any other on your home network.

    Performance
    HP Omni 120-1024 The HP Omni 120-1024 is equipped with 4GB of RAM and AMD's latest Fusion Accelerated Processing Unit (APU), a single chip die shared by a dual-core E-450 (1.65GHz) processor and Radeon HD 6320 graphics processor. This approach allows for better graphics than might be offered with traditional integrated solutions, while conserving space and energy. In CineBench R11.5 the Omni 120-1024 scored 0.64, outpacing the 0.62 of the MSI Wind Top AE2050-008US and the 0.50 of the Intel Atom-equipped Acer Veriton Z290G-UD525W ($599 list, 3 stars), but falling far behind every competitor equipped with an Intel Core CPU.

    The weak processor also led to slow performance in Handbrake and Photoshop CS5 multimedia tests. The Omni 120-1024 completed Handbrake in 6 minutes 30 seconds, and Photoshop in 14:24. To provide some context, the Sony VAIO VPC-L231FX/W ($999.99 list, 4.5 stars) completed those same tests in about one-third the time (Handbrake 2:22, Photoshop 5:34)?and it's far from the fastest system we've reviewed.

    The AMD Radeon HD 6320 didn't help out much in the graphics department. The HP completed 3DMark 11 with a score of 548 at Entry settings, and was unable to run any of our graphics or gaming tests. Don't plan on playing much more than casual or Web-based Flash titles on this all-in-one.

    The HP Omni 120-1024 offers buyers a compact and stylish all-in-one at a budget-friendly price. It's a no-muss, no fuss way to browse the Web and edit documents, but not ideal for much beyond day-to-day applications. For a more capable all-in-one, the Editors' Choice HP TouchSmart 320-1030 ($699 street, 4 stars) comes equipped with a more powerful AMD A4 desktop APU, and costs only $130 more.

    BENCHMARK TEST RESULTS:

    Inevitably, year-end lists invite plenty of debate and criticism, and Scientific American's is no exception. Certainly, we could have included the discovery of new worlds beyond our solar system, including Kepler 22 b, an exoplanet in the "Goldilocks" zone of habitability, as well as the first known Earth-size exoplanets. Or noted the accumulating evidence suggesting that hydraulic fracturing, or fracking, to retrieve natural gas is likely to contaminate water supplies. (Final New York State regulations, expected in mid-2012, could determine the future of fracking in the U.S.)

    Other candidates included the report of a new target against HIV, in which a doorway to infection (the so-called CCR5 receptor on immune cells) is blocked; the demonstration (using diamonds) that quantum entanglement can occur in everyday objects; and the MESSENGER spacecraft's photos of the planet Mercury, the first ever taken from orbit.

    Some of our top choices could very well have an immediate effect on our lives. The impact of others may not be felt for years. Some discoveries may vanish altogether. We'll just have to see how things turn out in the years ahead. But no matter what, 2011 held big surprises in science and technology.

    Nu Skin Unveils Advanced Innovation Park in Shanghai China

    The chief executive officer, Truman Hunt says that this new Greater China Innovation Park is a testimony to the extended opening and potential being predicted for the operation of business in Greater China specifically in mainland China. This new facility is intended to be the large Nu Skin corporate global complex, which focuses on novelty, as well as commitment to customers by offering innovative products to the distributors, presenting business opportunities and improving culture.

    The Nu Skin Innovation Park will be placed in the centre of the Fengxian District in Shanghai. It will be located on 57 ac, measuring 355,210 sq. ft. The new anti-aging laboratories will be responsible for an integrated network of all the scientists of Nu Skin in China, giving rise to improvement opportunities. The construction of the Innovation Park is expected to be completed by the middle of 2013 and anticipates LEED Gold certification for the environmental features of the facility. The distinctive planning and design of the park was accomplished by the one of the chief architects who was involved in the Shanghai World Financial Center project.

    The president of Nu Skin's Greater China region, Andrew Fan says that the launching of the new Innovation Park and Greater China headquarters is a noteworthy experience, supporting increased novelty, opportunity and prosperity for the workers and distributors.

    Isentress Approval Expanded to Include Children and Teens (HealthDay)

    WEDNESDAY, Dec. 21 (HealthDay News) -- Approval for the HIV drug Isentress (raltegravir) has been expanded to include children and adolescents ages 2-18, the U.S. Food and Drug Administration said Wednesday.

    The drug is an integrase strand transfer inhibitor that helps slow the spread of the AIDS-causing virus throughout the body, the agency said in a news release. It was first approved for adults in October 2007.

    The twice-daily pill is available in a chewable form for people aged 2 to 11, and in non-chewable form. Clinical testing of the drug among 96 children and teens with HIV-1 infection showed 53 percent of patients had undetectable blood HIV levels after 24 weeks, the FDA said.

    The most common reported side effects of Isentress included trouble sleeping and headache.

    The drug does not cure HIV infection, and patients must take Isentress continually to ensure ongoing reduction in HIV-related illness, the FDA stressed.

    The drug is produced by Merck & Co., based in Whitehouse Station, N.J.

    Women's Colleges: What Single-Sex Schools Are Really Like


    When I say that I attend a women?s college, I?m usually met with a mixture of palpable confusion and mild disgust. Follow-up questions include: ?Are you a lesbian?? ?Did you apply to any co-ed schools?? ?Was your high school all girls?? And, of course, the concise but far-reaching: ?Why??

    The first three questions are easy to answer??Not that it bears any considerable relevance to my current educational status, but no, yes, no.? The final question, however, is more involved. As a senior at Barnard College, I often find myself thrust into the precarious position of Ambassador Speaking On Behalf of Women?s Colleges Everywhere, a position I thoughtfully and respectfully decline. I don?t claim to speak from every student?s perspective, but I will try to answer why, from my experience, women?s colleges are viable institutions. And I?ll also be honest about the things I don?t always love about my women?s college experience.

    Statistically speaking, attending a women?s college is like rigging the achievement lottery. Although only 2% of all women who graduate from college in the United States graduate from a women?s college, over 20% of the women in congress and over 30% of the female CEOs running Fortune 500 companies graduated from a women?s college. That?s nuts. (In fact, I believe ?that?s nuts? is the official analytical response to the phenomenon.)

    Women?s colleges also provide unparalleled resources. Here at Barnard, we have a nationally ranked Office of Career Development that provides more internships than students; a 7:1 student to faculty ratio; lecture series and leadership labs geared specifically toward women; and over 60% of our faculty is female (compared to a national average in the mid-thirties ). And my sense is that Barnard is not an exception to the rule in this regard?many women?s colleges offer equally impressive resources, initiatives, and opportunities. Plus, for some reason, our student body president, club leaders, and valedictorian are always women. Crazy! Top that all off with engaged, engaging, curious, brilliant, and ambitious classmates, and you?ve got a recipe for success that makes those crazy statistics seem like more of a foregone conclusion than a mathematical fluke.

    Fotopedia Wild Friends New Visual StoriesDigital media is just more compelling when it is updated on a regular basis. That is what keeps people coming back. It's as true for blogs as it is for apps. Fotopedia has built a nice little franchise putting out digital photo books re-imagined for the iPad. After 9 apps and 6.2 million downloads, with 1.4 million active users and 100 million pageviews a month, it is taking a more magazine-like apporach with its latest iPad app, "Wild Friends.". Instead of a relatively static set of highly-curated pictures around a single topic, you get a highly-curated set of pictures that changes every day. And each photo now has a narrative caption written by the photographer. Fotopedia started experimenting with this more magazine-like approach in September with its HTML5 website and integration into Flipboard.     ?Warrior? DVD release on Tuesday: Greg Jackson helped make it super realisticHe's nicknamed "The Maestro" and "The Professor" for a reason.

    Greg Jackson knows his mixed martial arts in and out of the cage. That's why the producers of the movie "Warrior" leaned on the MMA trainer so heavily.

    You can check out "Warrior" when it's released this Tuesday Dec. 20 for digital download and on DVD/Blue-ray. It certainly has the stamp of approval from Jackson.

    The Albuquerque-based owner of Jackson's MMA was an integral part of making the movie feel realistic. Jackson schooled the actors on the key moves and actions of the fight game, but he was on point in making sure everyone in the film knew how important it was to get across the positive messages of MMA.

    "The biggest thing for me was how MMA and combat and martial arts in general can be a tool for good," Jackson told ESPN1100/98.9 FM. "[The producer] wanted to come at it from a more artistic point of view, a more realistic point of view."

    Jackson thought "Warrior" was a true reflection of the game.

    [...] It's as accurate as any movie can get about MMA. It shows again how martial arts can be a healing thing not just a tool of violence. So there's all these great messages in it that really resonated with me. I was excited to be a part of it," said Jackson.

    ProMMA now did a nice review of the film that features brothers who meet in the finale of a $5 million MMA tournament.

    The attention to detail for the MMA fight scenes and the training the actors had to undergo to make them look like authentic fighters on screen will be appreciated by MMA fans.

    The most difficult thing audiences will have to deal with is their sympathy and alliance between the brothers. They'll find themselves rooting for both guys, but for very different reasons.

    Professional fighters Stephan Bonnar, Yves Edwards, Rashad Evans, Nate Marquardt all make appearances in the film. There's even a bow-tied Josh Rosenthal playing the referee role.

    (AP) ? Behold the power of paws.

    The Milwaukee Animal Rescue Center in suburban Milwaukee parlayed a cat's near-record 26 toes into a fundraising windfall, raising $125,000 in about six weeks.

    Center owner Amy Rowell started asking for $26 donations ? or $1 per toe ? on Oct. 31. She wanted to raise money for a new building after finding out her rent at a Greendale mall would double Jan. 1.

    Rowell had raised $80,000 by Friday, when The Associated Press reported Daniel's story. The center raised an additional $45,000 by Wednesday, surpassing its $120,000 goal. The biggest number of contributions came from $26 donations.

    Rowell says she saved Daniel, Daniel saved the center and now he'll save other animals.

    She hopes to raise an additional $230,000 to pay off the mortgage.

    GOP's Paul Ryan has a new plan for Medicare (AP)

    WASHINGTON ? Wisconsin Rep. Paul Ryan says he has a new plan for Medicare. This time his co-author is Democratic Sen. Ron Wyden of Oregon.

    The top Republican budget writer in the House created a stir this year with a financial plan that essentially privatized Medicare for future retirees. The Senate rejected it after a backlash. Democrats want to use that plan against Republicans in 2012.

    The new Wyden-Ryan plan would keep traditional Medicare as an option for future retirees and leave the eligibility age at 65. But it also sets up a regulated competition with private insurance. Seniors in private plans would get a fixed payment from the government that's more generous than in Ryan's original plan.

    Wyden and Ryan say they want to start a bipartisan dialogue on Medicare.

    NASA revamps, delays commercial space taxi work

    CAPE CANAVERAL, Florida (Reuters) - Budget cuts in a program to spur commercial space taxis will likely keep the United States dependent on Russia to fly astronauts to the International Space Station until 2017, NASA's head of space operations said on Thursday.

    But the newly revamped program, intended to provide a commercial alternative following the recent retirement of NASA's space shuttles, comes with a silver lining: NASA is abandoning plans for traditional fixed-price contracts and instead will use less expensive and more flexible partnering agreements.

    "It's one small step for Commercial Crew," said Bigelow Aerospace attorney Michael Gold, referring to NASA's space taxi development program. "And one giant leap for common sense."

    The switch was spurred by the halving of NASA's $850 million Commercial Crew program budget request for the year that began October 1 and by NASA's determination to keep at least two space taxi designs in the running for the agency's future business.

    "We would like to carry two providers at a minimum, actually more," NASA associate administrator Bill Gerstenmaier said during a conference call with reporters. "We think competition is a key piece."

    Currently the agency is funding work at four firms: Boeing, Space Exploration Technologies, Sierra Nevada Corp., and Blue Origin, a start-up owned by Amazon founder Jeff Bezos.

    Other aspiring space transportation companies, including Stratolaunch Systems, the recently announced start-up backed by Microsoft co-founder Paul Allen, are not seeking or have not been awarded NASA funds to assist with spaceship development.

    "Our investment helps to ensure that this capability gets done in as timely a manner as we can actually make it occur," Gerstenmaier said.

    A solicitation for the next phase of the program was due to be released on Monday, but will be delayed until the first quarter of 2012, Gerstenmaier said. The selection of companies, however, should remain on schedule for next summer.

    NASA, which has $406 million to spend on the program this year, is uncertain how much money it will receive to see the development effort through the planned 21-month period.

    "We want to get enough work behind us that we've got a very solid design that we can then start taking into a certification," Gerstenmaier said.

    The agency had hoped to have an alternative by 2016 to sending its astronauts into space aboard the Russian Soyuz capsule, which costs more than $60 million per person per ride.

    "We got an increase in the budget in fiscal year '12, which was a good thing, but it wasn't quite the funding level that we anticipated. That moved the potential service capability at least into 2017," Gerstenmaier said.

    MORE LAUNCHES, LESS LAWYERING

    The alternative contracting arrangement, called Space Act Agreements, has been used in a related program to develop commercial U.S. cargo ships to fly to the space station, a $100 billion research laboratory built in partnership with Russia, Europe, Japan and Canada that flies about 240 miles above Earth.

    Space Exploration Technologies, or SpaceX, is preparing for its trial cargo run to the station in February, launching a Falcon 9 rocket carrying a Dragon cargo capsule. A second company, Orbital Sciences Corp. is expected to follow suit with its cargo craft later in 2012.

    "Space Act Agreements yield amazing results, we need only look at the Dragon spacecraft and Falcon 9 rocket," SpaceX president Gwynne Shotwell, wrote in an email to Reuters.

    "We applaud NASA's decision to use Space Act Agreements for the next round of Commercial Crew and look forward to the competition," she said.

    The difference between traditional government contracting and Space Act Agreements is night and day, added Gold, who oversees business growth for Bigelow Aerospace, which is developing commercial orbital habitats for research, government and business lease.

    "It's the difference between a 30-page contract and one that could involve 3,000 pages of regulations," Gold said. "Even understanding what you're up against can take months of review by lawyers. If you want to spend more money on lawyers and less on launches, FAR (Federal Acquisition Regulation) is a terrific way to proceed."

    Gerstenmaier said the alternative partnering arrangement would not allow NASA to get as involved technically in the space taxis' design, but "essentially we can enable them."

    The first tropical storm of the Southern Indian Ocean season has been renamed from Tropical Storm 01S to Tropical Storm Alenga as it continues to strengthen. NASA's TRMM satellite was able to capture a look at the rainfall rates and cloud heights within Alenga recently.

    On December 4, 2011 at 1210 UTC (7:10 a.m. EST) the Tropical Rainfall Measuring Mission (TRMM) satellite had a look at the first tropical storm forming in the Indian Ocean this season. Tropical cyclones normally form in this area between November 15 and April 30 so this one was a little overdue.

    The TRMM satellite is managed by both NASA and the Japanese Space Agency, and obtains rainfall measurements in the tropics. TRMM provided a "top down" rainfall analysis of Tropical Storm Alenga on Dec. 4 at 12:10 UTC (7:10 a.m. EST) using the TRMM Microwave Imager (TMI) and Precipitation Radar (PR) overlaid on an enhanced infrared image from Visible and InfraRed Scanner (VIRS) data. This analysis was done at NASA's Goddard Space Flight Center in Greenbelt, Md. and showed that very heavy rainfall of over 50 mm (~2 inches) per hour was occurring in the forming tropical cyclone near the center of its circulation.

    Hal Pierce of NASA's TRMM Team at NASA Goddard made the December 4 images from TRMM Data. Pierce said, "TRMM's Precipitation Radar (PR) data is depicted in a 3-D image that revealed a few powerful storms near the storm's center were pushing up to heights of over 12 km (~7.45 miles). The release of energy within these tall towers are often a sign that a storm is intensifying."

    On Dec. 6 at 4 a.m. EST (0900 UTC), Alenga's maximum sustained winds were near 45 knots (52 mph/83 kmh). Alenga was located in the Southern Indian Ocean's open waters 560 nautical miles west of the Cocos Islands, near 12.8 South latitude and 87.5 East longitude. Alenga was moving to the southwest near 2 knots (3 mph/4 kmh).

    Infrared satellite imagery today, Dec. 6 showed that the showers and thunderstorms within Alenga are decreasing, and the bands of thunderstorms around its center are weakening. The Joint Typhoon Warning Center noted that this weakening is only temporary as Alenga is forecast to regain strengthen before weakening again two days from now as it becomes an extra-tropical storm.

    As Alenga continues to head southeast, it is moving into a hostile environment, where wind shear will increase and batter the tropical cyclone, weakening it.

TRMM provided a "top down" rainfall analysis of Tropical Storm Alenga on Dec. 4 at 12:10 UTC (7:10 a.m. EST) using the TRMM Microwave Imager (TMI) and Precipitation Radar (PR) overlaid on an enhanced infrared image from Visible and InfraRed Scanner (VIRS) data. This analysis was done at NASA's Goddard Space Flight Center in Greenbelt, Md. and showed that very heavy rainfall of over 50 mm (~2 inches) per hour was occurring in the forming tropical cyclone near the center of its circulation.

    Hal Pierce of NASA's TRMM Team at NASA Goddard made the December 4 images from TRMM Data. Pierce said, "TRMM's Precipitation Radar (PR) data is depicted in a 3-D image that revealed a few powerful storms near the storm's center were pushing up to heights of over 12 km (~7.45 miles). The release of energy within these tall towers are often a sign that a storm is intensifying."

    On Dec. 6 at 4 a.m. EST (0900 UTC), Alenga's maximum sustained winds were near 45 knots (52 mph/83 kmh). Alenga was located in the Southern Indian Ocean's open waters 560 nautical miles west of the Cocos Islands, near 12.8 South latitude and 87.5 East longitude. Alenga was moving to the southwest near 2 knots (3 mph/4 kmh).

    Infrared satellite imagery today, Dec. 6 showed that the showers and thunderstorms within Alenga are decreasing, and the bands of thunderstorms around its center are weakening. The Joint Typhoon Warning Center noted that this weakening is only temporary as Alenga is forecast to regain strengthen before weakening again two days from now as it becomes an extra-tropical storm.

    As Alenga continues to head southeast, it is moving into a hostile environment, where wind shear will increase and batter the tropical cyclone, weakening it.
